DigiD is a system used by the Dutch government, health care insurers and others to enable public access to their services.
DigiD has three assurance levels: Basic, Moderate and Substantial. In 2019, a further level is being added: High. Basic-level assurance requires only a user name-password combination. Moderate assurance involves the use of an additional form of authentication: a code sent by SMS or provided by the DigiD app. For Substantial assurance, the user has to link their DigiD app to their ID by following a special procedure once. DigiD’s new High assurance level requires the app to be linked to the ID each time authentication is needed.
